The village well serves as a multifunctional space, doubling as a market and a community cultural activity area for the people of Van Tu commune, Phu Xuyen District, Hanoi.

Promoting the spirit of solidarity among the people and contributing to the acceleration of building new rural areas, Phu Xuyen District in Hanoi advocates for 100 per cent of villages and residential clusters to develop new rural regulations instead of traditional cultural village conventions. So far, the implementation of these regulations has led to significant and positive changes, bringing practical results and improving the cultural and spiritual life of the residents.

Recognising the people as central to creating and enjoying cultural values, Phu Xuyen District focuses on integrating the “All People Unite to Build Cultural Life” movement with the “All People Unite to Build New Rural Areas and Urban Civilization” campaign.

This is combined with the implementation of 19 criteria for building new rural areas. The programmes are cohesive, integrating goals, tasks, and both material and spiritual resources to successfully carry out the National Target Program for building new rural areas.

Cultural institutions in residential areas receive significant attention. Most commune and village cultural houses in Phu Xuyen District meet the necessary conditions for organising meetings and cultural activities.

These cultural houses and sports playgrounds provide opportunities for people to meet, share experiences in preserving family happiness, build cultural families, and participate in entertainment and physical activities.

All villages and communes have multi-purpose halls for organising information, propaganda activities, club meetings, reading books and newspapers, and mass sports.

In addition to the long-standing conventions and customs, implementing a civilised lifestyle in weddings, funerals, festivals, and organising cultural, artistic, and sporting activities contributes to promoting traditional cultural values and strengthening family and neighbour relationships. The community has agreed to establish new local rural regulations.

Weddings are conducted in accordance with the laws on marriage and family and civil status registration, only being held after receiving a marriage registration certificate from the commune-level People’s Committee.

Weddings follow local cultural traditions, customs, and practices, such as inviting representatives of family, clan, close neighbors, friends, colleagues, and parents of the bride or groom, with the total number of guests not exceeding 300 people. Most weddings are held solemnly and healthily, avoiding extravagance, waste, and tobacco use, and ensuring no food is shared once the event ends.

Since the establishment of the new regulations, funeral practices have seen positive changes. Villages, residential areas, and sub-areas set up funeral organizing committees to standardise processes and rituals per the New Rural Construction Convention.

According to these conventions, funerals are held at the deceased’s family home with the village chief heading the committee, and party committees, union councils, and the bereaved family jointly organising the event. Worshipping and death anniversary rituals are conducted within one day, involving only family and close relatives. The previous practice of organising elaborate and lengthy funerals has been overcome, thus reducing the time and economic burden on families while fostering community care and support.
